As announced in a recent press release, Finmeccanica's DRS has been awarded a $7.9 million contract from Boeing to further design, develop and integrate the Joint Tactical Terminal – Receiver (JTT-R) for the EA-18G Growler aircraft, for which DRS has been supporting with initial JTT-R integration since July 2009.
The Technology
Joint Tactical Terminal provides critical data links to battle managers, intelligence centers, air defenders, fire support elements, and aviation nodes across all services and aboard airborne, sea-going, subsurface, and ground mobile mission platforms.
The JTT-R provides the capability to receive near real-time threat, survivor and Blue Force Tracking data for presentation of critical situational awareness information to the user. It receives this critical data via Integrated Broadcast Service and Common Interactive Broadcast waveforms over UHF Satellite Communications links. The JTT-R can be mounted in fixed and rotary wing aircraft, surface, and stationary or mobile ground platforms and vehicles to supply the tactical data link to battle managers, intelligence centres, air defence, fire support and aviation nodes.
Within the terms of the contract, The JTT-R serves as a replacement to the legacy U.S. Navy’s EA-18G Growler's Multi-mission Advanced Tactical Terminal (MATT), which is reaching end-of-life with the impending transition to the common interactive broadcast (CIB) waveform.
The U.S. Navy’s EA-18G Growler is a variant of the combat-proven F/A-18F Super Hornet Block II that conducts Airborne Electronic Attack (AEA) missions. It is the U.S. Navy replacement for its current AEA aircraft, the EA-6B Prowler. Growler missions are mainly electronic attack (EA) and suppression of enemy air defences (SEAD), particularly at the start and on-going early stages of hostilities.

Contemporary airborne battle management systems
A remarkable review of contemporary airborne battle management systems has been issued by Jane's, which illustrates how modern technologies have evolved to aid the fight by increasing situational awareness, facilitating mission execution and suppyling tactical information quickly to commanders.
Although the technologies involved have advanced massively since their inception, current activity in the field has its roots in American, French and Soviet air-mobile doctrine and the Vietnam War where there was a need for effective, near-realtime management of close air-support assets. The air-mobility requirement has generated a number of helicopter applications that are capable of acting as airborne and ground-based command posts, with fixed-wing assets such as America's EC-130E Airborne Battlefield Command and Control Center (ABCCC) handling the air-support management role.Among the key systems and platforms that underwent to Jane's review we mention the following ones:
- The Airborne Battlefield Command and Control Center Capsules (ABCCC) that are embarked on U.S. EC-130s. As an Air Combat Command asset, ABCCC is an integral part of the Tactical Air Control System. While functioning as a direct extension of ground-based command and control authorities, the primary mission is providing flexibility in the overall control of tactical air resources. In addition, to maintain positive control of air operations, ABCCC can provide communications to higher headquarters, including national command authorities, in both peace and wartime environments.
- The Racal (subsequently Thales) Airborne Mission Support System (AMSS), deriving from derived from its carry-on Light Mission Support System (LMSS), equipped aboard three UK E-3D aircrafts, which provides a two-star commander with tactical information such as air-tasking orders, combat search-and-rescue plans, area weather reports and intelligence updates in near-realtime.
- The Direct Air Support Center - Air (DASC-A) C2 architecture exploited by U.S. Marine Corps' KC-130 transport/tanker aircrafts, which is capapble to process immediate air support requests; to coordinate aircraft employment with other supporting arms; to manages terminal control assets supporting Ground Combat Elements and combat service support element forces; to control assigned aircrafts, unmanned aerial vehicles (UAVs), and itinerant aircraft transiting through DASC controlled airspace.
- The rail-mounted French Army's HM-PC Valorisé helicopter-based airborne command post system, designed for installation aboard legacy Cougar and Puma helicopters, which is expected to become operational in 2013 at the conclusion of technical and operational field evaluations. The system provides the staff users with voice links and data connections from platform level all the way up to divisional headquarters, interlinking the battle-management system terminals installed in individual reconnaissance and support helicopters.
- Northrop Grumman's Battlefield Airborne Communications Node (BACN), already installed in three E-11A Global Express aircrafts and two Global Hawk UAVs, which enables essential situational awareness from small ground units in contact up to the highest command levels.

Lockheed Martin's Senior Scout delivered to U.S. Air Force

As reported in a recent press release, an airborne signals intelligence system configured specifically for the newest C-130J aircraft has been delivered to the U.S. Air Force by Lockheed Martin. The system, which is part of the Senior Scout program that enables C-130 aircraft to be used for tactical signals intelligence and reconnaissance, will undergo acceptance testing in December.
The System
The Senior Scout system is a radio signal monitoring sensor package carried by the C-130 Aircraft.
Senior Scout is an intelligence, surveillance and reconnaissance (ISR) system built into a trailer-like container that can be rolled on and off C-130 aircraft. This ISR suite of equipment rapidly configures standard C-130 aircraft for tactical signals intelligence, providing capabilities that exploit, geo-locate and report communications intelligence and signals of interest to air and ground component commanders.
Senior Scout operations may be long or short range missions with extended orbit delays planned at the aircraft operating ceiling, and may require one or multiple air refuelings. Some missions may require a combat profile, with a low altitude profile enroute to the mission orbit area. The electronic environment may be hostile, with enemy ability to jam all communications radios and electronic transmission systems; to intercept and use intelligence information transmitted over nonsecure electronic systems and radios; and to pinpoint the position of the aircraft emitting any electronic transmission or signal.
The Airborne Collection Electronic Signals II (ACES II) capsule accomodates from 4 to 12 operators of 2-MHz to VHF (COMINT) and 2-18 GHz (ELINT) bands.
The Context
Palletized shelters that can be rolled on and off cargo aircraft are an element of Lockheed Martin’s Dragon family of ISR configurations.
The latest Senior Scout shelter was enhanced to be structurally compatible with the newest C-130J aircraft. System interfaces were updated, and the shelter was equipped with the latest technology enhancements and improvements for maintenance access. The shelter also defines the design that will be used to upgrade the three legacy shelters over the next 24 months to ensure the entire Senior Scout fleet is C-130J compatible.

DRS unveils its BackPack MAGIC air crew situational awareness tool
As reported in a recent press release, DRS Defense Solutions, a wholly-owned subsidiary of Finmeccanica's DRS Technologies, announced that its Intelligence, Communications and Avionics Solutions (ICAS) business unit has successfully tested the man-portable backpack version of its MAGIC (Mobile Mapping of Air and Ground Intelligence Collection) Enhanced Situational Awareness airborne mission networking suite.
BackPack MAGIC bridges the situational awareness gap of mounted and dismounted troops to collect and share critical voice, intelligence, and data-link information during missions such as foreign internal defense (FID), personnel recovery, search and rescue, special operations, as well as operations requiring a low profile.
The System
DRS’s Mobile Mapping of Air and Ground Intelligence Communications (MAGIC) is a modifiable avionics mission system designed for air crew situational awareness. It is a scalable, open architecture avionics mission system that provides near real-time geo-located intelligence and sensor data on a moving map display to furnish aircrews increased navigational and situational awareness. MAGIC’s open architecture is optimized for integration of virtually any desired subsystem, including:
- Intelligence Broadcast Receiver (IBR)
- Situational Awareness Data Link (SADL)
- MIDS/Link-16
- PRC-117G/F
- Full Motion Video (FMV) Links
- Electronic Flight Bag (EFB) data sets
MAGIC, which is expandable, is available in ground station, vehicle and aircraft configurations.
BackPack MAGIC uses commercial handheld display devices to process and display vital situational awareness information at the user’s fingertips via a wireless link to the backpack. By using a proprietary government software suite, it is capable of receiving and transmitting in line-of-sight and beyond-line-of-sight modes of operation. Capabilities include providing RF email, full motion video, IP data, voice networking and secure voice. Packs may be networked in hard-wired or wireless configurations, allowing maximum flexibility.
Weighing in at 26 pounds and enclosed within a commercial soft-sided canvas backpack, this compact package gives the warfighter enhanced data, voice, intelligence, threat and Blue Force Tracking capability while using popular display devices. All of the display options include night vision imaging system (NVIS) screen filters.
The pack is able to be shouldered and secured within one minute. The system can run for more than eight hours on its self-contained power source as well as draw power from other sources such as aircraft and ground vehicles.

United States’ E-4B National Airborne Command Center returns to duty

As reported in a recent press release, Boeing has successfully completed a regularly scheduled programmed depot maintenance (PDM) on one of the United States’ four E-4B National Airborne Command Centers on schedule. The E-4B was returned to home station Offutt Air Force Base, in Nebraska, on Sept. 19.
A Boeing field team at Offutt Air Force Base now will support final modifications to return the aircraft to operational status. The aircraft was delivered from Boeing’s E-4B partner L-3 in Greenville, Texas, where it received new paint, following maintenance and some minor modifications performed at Boeing’s Global Services & Support facility in Wichita.
The System
The Boeing E-4B serves as the National Airborne Operations Center for the president, secretary of defense and the Joint Chiefs of Staff. In case of national emergency or destruction of ground command control centers, the aircraft provides a highly survivable, command, control and communications center to direct U.S. forces, execute emergency war orders and coordinate actions by civil authorities. To provide direct support to the president, secretary of defense and the Joint Chief of Staff, at least one E-4B is always on alert at one of many selected bases throughout the world.
The E-4B is a militarized version of the Boeing 747-200. It is a four-engine, swept-wing, long-range, high-altitude airplane capable of being refueled in flight.
The main deck is divided into six functional areas: a command work area, conference room, briefing room, an operations team work area, and communications and rest areas. An E-4B crew may include up to 112 people, including a joint-service operations team, an ACC flight crew, a maintenance and security component, a communications team and selected augmentees.
The E-4B has electromagnetic pulse protection, an electrical system designed to support advanced electronics and a wide variety of communications equipment. Other improvements include nuclear and thermal effects shielding, acoustic control, an improved technical control facility and an upgraded air-conditioning system for cooling electrical components. An advanced satellite communications system improves worldwide communications among strategic and tactical satellite systems and the airborne operations center.
The Context
The E-4B evolved from the E-4A, which had been in service since late 1974. The first B model was delivered to the Air Force in January 1980, and by 1985 all aircraft were converted to B models. All E-4B are assigned to the 55th Wing, Offutt Air Force Base, Nebraska.
In August 1994, the E-4B assumed an additional role. With the approval of the JCS chairman, the E-4B supports the Federal Emergency Management Agency's (FEMA) request for assistance when a natural disaster occurs. The E-4B may be asked to fly the FEMA Emergency Response Team to the disaster site, and become the FEMA command and control center until the emergency team's own equipment and facilities can be set up. With E-4B support, the emergency team's response is a matter of hours, as opposed to days.
Air Combat Command (ACC) is the Air Force single-resource manager for the E-4B, and provides aircrew, maintenance, security and communications support. The Joint Chiefs of Staff actually control E-4B operations and provide personnel for the airborne operations center.

“This was an extremely challenging programmed depot maintenance because of the over-and-above issues that we uncovered on this aging aircraft,” said Glenn Winkler, Boeing program manager for the E-4B. “It is very important that we perform well because there are only four of these jets in the fleet, so getting it back into service as quickly as possible is very important to our customer.”
